What is GMV Max?
GMV Max is an automated campaign type for TikTok Shop Ads. TikTok describes Product GMV Max as a solution that optimizes for your TikTok Shop's total channel ROI, combining organic and paid promotion to drive incremental sales.
"GMV" stands for gross merchandise value, the total value of orders placed through your shop. The "Max" part tells you the goal: the system tries to grow total GMV while staying near the return you asked for.
There are two variants. Product GMV Max promotes products in your catalog and optimizes for non-LIVE sales. LIVE GMV Max promotes your livestreams and optimizes for sales inside the LIVE room. Most DTC brands start with Product GMV Max, so that is the focus of this guide.
Why does GMV Max matter so much now?
Because for most sellers it is no longer optional. TikTok's help center states that starting July 2025, GMV Max became the default and only supported campaign type for TikTok Shop Ads using the Sales objective with a TikTok Shop destination.
Legacy Video Shopping Ads, Product Shopping Ads and LIVE Shopping Ads can no longer be created with TikTok Shop as the destination. Existing campaigns could stay live, and Ads Manager offered an upgrade path that used historical ROI as the starting target.
In practice, that means if you want paid traffic to your shop, you need to understand how GMV Max thinks. The old playbook of hand-built ad groups, interest stacks and manual bids does not apply to Shop-destination campaigns anymore.
How does GMV Max work?
Think of GMV Max as a single, always-on campaign that decides most things for you. You set the guardrails. TikTok handles execution.
What you control
- Products: promote your whole catalog or a selected list.
- ROI target: the return the system aims to hold while scaling.
- Daily budget: how much it can spend per day.
- Creative supply: which videos are available to it, including your own posts, authorized creator posts and affiliate content.
What TikTok controls
According to TikTok's documentation, the system automatically creates and pauses ads, optimizes audience settings and selects from your available creative. TikTok's own GMV Max overview says it chooses formats and placements such as in-feed, search and the Shop tab, and pauses weaker ads while launching new ones.
How attribution works
This is the part most brands misread. TikTok states that all orders resulting from products you advertise are attributed to Product GMV Max, including orders from organic content and affiliate videos, and that only GMV for the products you choose to promote is counted.
So GMV Max ROI is closer to "total product sales divided by ad spend" than to a traditional ad-only ROAS. That is useful for judging the whole shop, but it can make paid performance look stronger than it is if organic and affiliate sales were already strong before launch.
Affiliate videos get a label
TikTok's help center notes that GMV Max automatically includes authorized affiliate videos featuring your selected products, and those videos receive a commercial content label. That label is part of the trade-off: wider reach for creator content in exchange for it being disclosed as commercial.
How do you set up a Product GMV Max campaign?
The steps below follow TikTok's official Product GMV Max setup guide at the time of writing. Interface labels change, so treat names as approximate.
Before you start
- Your TikTok Shop is connected to your Business Center.
- Your advertiser account has GMV Max authorization for the shop.
- You have Admin or Advertising Manager permission on the shop (agencies need ad promotion access plus operator or admin access to the ad account).
- The products you plan to promote are removed from any existing Video Shopping Ads, Product Shopping Ads or other GMV Max campaigns.
Sort these permissions out in Seller Center and TikTok Ads Manager before you build the campaign. Once they are in place, our GMV Max campaign management picks up from there: product selection, ROI targets, creative feeding and budget scaling.
Setup steps
- Sign in to TikTok Ads Manager and click GMV Max at the top of the dashboard.
- Choose the TikTok Shop you want to promote and continue to the overview page.
- Click Create GMV Max ads, then Promote products.
- Select products. "Promote all products" turns off Video and Product Shopping Ads for the whole shop across ad accounts. Adding specific products turns off only the matching legacy ads.
- Set your ROI target in the optimization goal section, either TikTok's recommendation or your own.
- Set a daily budget, recommended or custom.
- Choose a start date and time. The campaign then runs continuously.
- Publish, then review which videos the system is pulling in and add authorized creator posts where coverage is thin.
TikTok lists Product GMV Max availability in the US and several Southeast Asian markets in that guide. TikTok also announced GMV Max for UK sellers in January 2025, so UK brands should check the options showing in their own Seller Center and Ads Manager.
How should you set budget and ROI targets?
We will not give you a magic number, because the right target depends entirely on your margins. What we can give you are the principles we use when managing GMV Max for brands.
1. Work out your break-even ROI first
Take your selling price and subtract cost of goods, TikTok Shop fees, affiliate commission, fulfillment and returns. What is left is the gross profit available for ads. Break-even ROI is price divided by that figure. If your recommended target is below break-even, scaling will lose money.
2. Compare against TikTok's recommendation, then decide
TikTok suggests a target based on shop history. If it is comfortably above break-even, it is a reasonable starting point. If you set a target far above anything your shop has achieved, the system usually struggles to spend, and you learn very little.
3. Change one thing at a time, and not daily
Automated systems need stable inputs to learn. Large, frequent swings in ROI target or budget make results hard to read. Make measured adjustments and give each change enough time and order volume to show a pattern.
4. Budget follows creative, not the other way round
Raising budget without adding new videos tends to push spend onto the same few assets until they fatigue. When you want to scale, plan the creative supply first.
5. Judge on contribution, not dashboard ROI
Because GMV Max credits organic and affiliate orders, look at total shop profit and the lift over your pre-launch baseline. That is the number that pays the bills.

How does creator content feed GMV Max?
GMV Max is only as good as the videos it can choose from. TikTok's overview says plainly that it needs a large volume of creative assets. Automation can find the best audience for a video, but it cannot make a weak video convert.
Here is how creator content typically flows in:
- Affiliate posts: creators in your affiliate program post videos with your product linked, and GMV Max can include those authorized videos automatically.
- Authorized creator posts: for a specific video you want included, you can request authorization or use the creator's post code and add it as a TikTok post.
- Your own account: brand videos with product links from linked TikTok accounts.

What are the most common GMV Max mistakes?
- Launching with too little creative. A few brand-made videos give the system almost nothing to test. Expect a ceiling until you add volume and variety.
- Setting the ROI target from hope, not math. Targets that ignore fees and commission scale unprofitable sales. Targets set far above reality stall delivery.
- Reading dashboard ROI as pure ad performance. Organic and affiliate orders are included, so compare against your baseline.
- Clicking "Promote all products" without thinking. It switches off legacy Shop ads across the shop. Low-margin or low-stock products can then absorb spend.
- Tweaking constantly. Daily changes to budget and targets keep the system from settling.
- Ignoring the product page. GMV Max can send traffic, but weak titles, images and reviews lose the sale. Tightening the product page often lifts results more than any campaign setting.
- Promoting products with stock or compliance risk. Running out of stock or getting a listing flagged mid-scale wastes the learning the campaign has built.
When is GMV Max not the right tool?
For Shop-destination sales campaigns, GMV Max is effectively the only option. But that does not mean it is the right next move for every brand right now.
- Your shop has almost no content. If you have few videos and no affiliate activity, money is better spent first on creator seeding and content.
- Your margins cannot support paid traffic. If break-even ROI is unrealistically high, fix pricing, bundles or costs before spending on ads.
